How did Clermont County become an Entitlement Community?

Clermont County was notified by the U.S. Department of Housing and Urban Development (HUD) that it was eligible to participate in the Community Development Block Grant (CDBG) Program as an Entitlement County. This change in the county’s status is due to a 2013 U.S. Census update showing Clermont County’s population at over 200,000.

Clermont County has adopted a consolidated plan to guide the program over a five year funding cycle (FY 2020-2024) and will be using priority needs and objectives identified in this plan.

Consolidated Plan Process

The Consolidated Plan describes the jurisdiction’s community development priorities and multiyear goals based on an assessment of housing and community development needs, an analysis of housing and economic market conditions and available resources. Consultation and Citizen Participation: Through the Consolidated Plan (often called the “Con Plan”), grantee jurisdictions engage the community, both in the process of developing and reviewing the proposed plan, and as partners and stakeholders in the implementation of CPD programs.

The Annual Action Plan

The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.

  • Project selections will be submitted to HUD in the form of the Annual Action Plan
  • Once projects are selected the Annual Action Plan will be developed and is subject to a 30 day comment period.
  • The Annual Action plan must be formally adopted by the Board of County Commissioners via a public hearing.
  • The plan must be submitted to HUD 45 days prior to the grant start date of July 1st. (no later than May 17)

Application Deadline is 4:00 p.m., Friday, February 17, 2023.

All documents must be received by this time in order to be considered for grant funding.

Income Survey Materials
